From 1st July 2016, all rental homes with tenants that received an Income Related Rent Subsidy, must meet minimum insulation requirements. Within the next few years, it will be compulsory for all rental homes to have insulation that is in good condition in both the ceiling and under floors. It must comply with the regulations and be safely installed as per NZS:4246. Landlords who fail to comply with these regulations will be liable for fines of up to $4,000.

For any new Rental Agreements, Landlords must now declare the extent and condition of the insulation in the property, otherwise they may be fined. There has already been one prosecution for failure to declare, so it’s best to get a professional to check and provide a report for you now, to avoid delays if you need to re-let. Due to the number of homes that will need to be insulated, it is best to act early and avoid potential lengthy delays.
